There are a significant number of women that don't start puberty until they are 16 or older.
a significant number of girls will start puberty when they are 8.
Puberty is what activates those feelings of arousal and sex drive.
Many people wouldn't see anything wrong with having sex with a girl that is 16 or older but I would see reason to object if she still hasn't gone through puberty.
That means any sex with those kinds of 16+ year olds would be rape.
A girl that is only 10 years old but started puberty at 8 could not reasonably be a victim of statutory rape.
It should be believed that she has those sexual impulses when the kinds of hormones that result in sexual impulses are present.
Moreover those girls that started puberty at 8 would reach peak fertility at age 14 but the girl who started puberty at 16 would reach peak fertility at 22.
In some states where legal marriage age or age of consent is 18 this effectively castrates any girl that simply happened to have a period too early.

I am opposed to castrating women.
I am opposed to raping women.

16 is the age of consent everywhere except for some US states. If you wanna have sex with one then go for it

I'm saying aoc at 16 still leads to what age of consent laws try to avoid.
Specifically that it makes the problem worse because the thing that is considered is the age and not the biological reality of the woman.
That allows people to justify raping a 17 year old while demonizing a 12 year old for wanting to have sex when it could be a very critical time in her life to do so.

I must disagree with this on the grounds that arousal and sex drive need not only exist due to puberty.
Even babies have been documented to masturbate and sexually stimulate themselves, this isn't something that only comes along with some arbitrary age or even the onset of puberty.
Consent should be valued regardless of age or pubescent status.
Even someone who has gone through puberty may lack a sex drive, asexual people do exist.
The line shouldn't be drawn so as to take away the rights of those who wish to have sexual relations from doing so.
This is authoritarianism for no good reason, indeed it's detrimental to society when our population is struggling and failing to maintain itself.

Obviously sex drive does not magically begin to appear with puberty, however the purpose of puberty is quite obvious, and that is to develop the hormonal impulses and biological faculties that lead to procreation.
