Of course it's possible.
Females can start puberty as early as age 7-8 typically, if not earlier with early onset puberty that seems to be happening a lot these days.
Males can start puberty at around age 9-10, once again not even accounting for early onset puberty.
Fertility definitely allows for this to happen on a frequent basis.
If both parties in the couple are working then this is also very economically feasible.
It encourages multi-generation households and a more collectivist culture which will allow whites to succeed in a similar fashion to orientals and hispanics.

In the modern era, children spend the first 18 years of their life in education at the bare minimum, this can easily extend another 4+ years with college.
This environment is effectively a taxpayer funded daycare.
Children don't want to be there, and they learn next to nothing actually useful.
I propose we bring back the days when children were allowed to work.
Children are freeloaders who do nothing productive for the economy besides being consumers of course.
However, if they were allowed to work then they would be productive with their jobs, and they would still be consumers but their parents would have more money to spend and themselves consume because the children would be spending their own money on things.
This would be the biggest boon to the economy in decades and I would honestly be a great president from this alone.
Also, if children are working then they are far more capable of starting a family way earlier on, say age 10 for females and about 12 for males.
This means more workers, earlier, and so is better for the economy and society as a whole.
When reproduction happens earlier in life, there are less genetic defects and so this is eugenics, the improvement of the human genome, without even implementing unpleasant and unpopular policies such as forced sterilization and so forth.
