The state exists to reform people who are an exceptional threat and a chimeral child would have competing personalities which make it difficult to be exceptional.
The parents remain the race that they were so it does not disconnect them from their own people to have a mixed child.
Children of race mixing are born into a society where they are necessarily and completely nationless.
