When the Ottoman Empire expanded too far only a small minority of the founding elite families were Muslim.
When the various European Empires expanded the result was inevitably the same.

European imperialism is only made corrupt by subversion. Rome did not mostly consist of barbarians; it consisted of people who considered themselves to be Roman. And, finally, the Ottoman Empire was always a Muslim majority state.

It requires being a racist to understand the struggle of mixed race individuals.
Race mixing is a consequence of territorial expansion which means the main method for controlling the rate of race mixing is exclusively moderation of territorial expansion.
The people who bear the burden of race mixing won't be the state and won't be the parents but exclusively the child of race mixing.
The state exists to reform people who are an exceptional threat and a chimeral child would have competing personalities which make it difficult to be exceptional.
The parents remain the race that they were so it does not disconnect them from their own people to have a mixed child.
Children of race mixing are born into a society where they are necessarily and completely nationless.
Orphans and aliens in their own home.
It is the ethnic equivalent of becoming an outlaw where there is no group of people that you could ever be accepted into.
This is a profound tragedy and the responsibility for the tragedy is exclusively the state which seeks rapid territorial expansion.
