The thing with nukes is that using them on targets smaller than cities is not practical.
They're too expensive and too extreme to use on anything other than a city.
Using a nuke to attack all of the population centers at once is also absurd because it invites retaliation where no one wins.
One of the greatest problems of modern warfare is urban combat.
It's really hard to avoid civilian casualties and civilians usually can't evacuate completely either.
This is where nukes could be particularly useful in that if the contested battle line reaches a city there's no way to go into the city and take it without civilian casualties.
The best way to avoid civilian casualties is to respect this fact and threaten to nuke the city if it isn't conceded.
That way the use of nukes is limited to very specific circumstances that manage escalation and the threat of nukes would either make the civilian casualties equal or absent.

I'm not sure if anyone has thought of this strategic use of nukes before so I should probably ask /k/ but feel free to comment on my rule of engagement concerning nukes.
